Subject: Information under RTI Act, 2005 regarding fraudulent mutation, land grab, and inaction by PS Dwarka South involving property at Sector 12 Dwarka and possible collusion of MCD officials.

Respected Sir/Madam,

I, Mr. Nikhil Khanna, son of Mr. Ramesh Khanna, resident of Flat No. 502, Tower C, Nirvana Apartments, Sector 9, Dwarka, Delhi – 110075, currently residing in Singapore, seek certified information on a property dispute concerning my ancestral land located at Plot No. 45, Sector 12, Dwarka, which has been fraudulently mutated in favor of unknown parties without my consent or presence.

On 10th March 2025, I discovered that my property’s mutation had been illegally changed in the records maintained by **MCD – South West Zone**, and a forged sale deed was executed in February 2025. Despite sending multiple written complaints to PS Dwarka South and the SHO, no FIR has been registered against the perpetrators. The accused include my distant relatives and possible collusion of MCD officials, including the Revenue Clerk Mr. R.K. Sharma.

Kindly provide certified information under the RTI Act, 2005 on the following exhaustive points:

1. Certified copy of the written complaint dated 11.03.2025 lodged at PS Dwarka South.
2. Certified copy of GD (General Diary) entries made by PS Dwarka South regarding this complaint.
3. Certified copy of all communications between PS Dwarka South and MCD South West Zone regarding mutation of Plot No. 45, Sector 12, Dwarka.
4. Certified copy of the preliminary investigation report prepared by IO, SI Manish Kumar, and remarks of SHO Dwarka South.
5. Certified copy of documents verifying the alleged forged sale deed and mutation records.
6. Certified copy of any communication from MCD officials acknowledging or denying irregularities.
7. Certified copy of file noting/orders from ACP South West District regarding this complaint.
8. Certified copy of all legal notices issued to me or my family by the accused parties regarding Plot No. 45.
9. Certified copy of all attempts by PS Dwarka South to verify ownership, including verification with Revenue Department.
10. Certified copy of all actions taken by SHO, IO, or ACP in response to my complaints.
11. Total number of property fraud/mutation complaints registered at PS Dwarka South between Jan 2024 – March 2025, with FIRs registered, investigations completed, and number still pending.
12. Certified copy of departmental circulars regarding mandatory registration of FIR in property fraud/mutation cases.
13. Certified copy of disciplinary proceedings, if any, initiated against MCD officials or PS Dwarka South officers for negligence or collusion in property fraud cases in 2024–2025.
14. Certified copy of any vigilance reports related to PS Dwarka South officers and MCD officials handling property mutation complaints.
15. Certified copy of all correspondence with SDM Dwarka or Sub-Registrar Dwarka related to this property.
16. Certified copy of reports or recommendations made by higher authorities (DCP South West / ACP) in the case.
17. Certified copy of any orders for protective measures, if any, issued to me or my family.
18. Certified copy of advice given by PS Dwarka South or MCD officials regarding prevention of further illegal mutations or sale deeds.
19. Any other relevant file noting, action, or report prepared by PS Dwarka South, MCD South West, or higher officers relating to Plot No. 45, Sector 12, Dwarka.
