Subject: Information under RTI Act, 2005 regarding Complaint No. 311/2025 dated 06.09.2025 about forged GPA sale of my inherited property.

Respected Sir/Madam,

I, Mr. Piyush Malhotra, son of Late Mr. Rajesh Malhotra, resident of D-92, East of Kailash, New Delhi – 110065, lodged Complaint No. 311/2025 on 6th September 2025 at PS Amar Colony regarding the illegal and fraudulent sale of my late father’s property situated at East of Kailash through a forged General Power of Attorney (GPA).

The accused, Vikas Sharma and associates, created a forged GPA dated 12.08.2025 and executed a sale deed of my property without any authorization. I submitted certified copies of the death certificate of my father (expired in March 2021), original property papers, and proof of possession to the SHO on 07.09.2025. Despite such documentary evidence, the SHO refused to register FIR under IPC 420/467/468/471, claiming it to be a “civil matter”.

Further, on 15.09.2025, I noticed that construction activity had started at the disputed site under the protection of local police. Neighbors confirmed that beat staff of PS Amar Colony were frequently visiting the site with the accused builder.

Kindly provide certified information under the RTI Act, 2005 on the following points:

  1. Certified copy of Complaint No. 311/2025 dated 06.09.2025 filed by me with PS Amar Colony with annexures (property papers, death certificate, etc.).
  2. Certified copy of GD (General Diary) entries made on 06.09.2025 and 07.09.2025 regarding my complaint.
  3. Certified copy of any preliminary inquiry report or file noting prepared by the IO or SHO Amar Colony.
  4. Certified copy of SHO’s written reasons for refusing to register FIR despite documentary evidence of forgery.
  5. Certified copy of site inspection report (if any) prepared by beat constables regarding East of Kailash property.
  6. Certified copy of correspondence between PS Amar Colony and ACP South-East regarding my complaint file.
  7. Number of property fraud/forged GPA complaints received in 2024 and 2025 (till September 2025) at PS Amar Colony, and number of FIRs registered.
  8. Certified copy of vigilance/disciplinary complaints received against officers of PS Amar Colony in the last two years (2024–2025).
